MEG WHITMAN, MOST UN-QUALIFIED, NON-LEADER?: Stating obvious, conventional wisdom doesn't take brains and isn't a substitue for leadership. Empty exhortations such as, "If Sacremento legistators don't turn in a budget on time, they won't get paid," -- IS a prime, text book example of an obvious, conventional wisdom exhortation that is not only a non-leadership position, but causes more harm than good.

Also consider that Whitman feels her "real world business experience" is what is needed in Sacremento, Jerry Brown brings up a good point that Sacremento is not set up as a real world business. It could be a disaster having an outside rookie with no experience in the government sector, trying to run it all. (Would Whitman as Governor be like a MAC platform showing up at a Windows party?)

Some may says, "A shake-up from the outside is what is needed. Someone to break some eggs and break through the red tape like a sprinter breaking through finish line tape on top of a speeding tank," that is not to be confused with walking in the door as a complete stranger with no experience of the process you are trying to navigate and change.

So, why is saying you won't pay Sacremento legislators if they don't turn in the budget on time a BAD thing?:

Would you want your auto mechanic or anyone providing you an important, critical service to factor in the fact that they have to finish the job within an hour (whatever predetermined time frame/quota) BEFORE THEY START?

Those against quotas and tactics like the one Whitman suggest, is a "management by fear" tactic and will cause the employee (mechanic, surgeon, legislator) to get the job done in time, no matter what.

And at the end of the day, it doesn't seem to work. Schwarzenegger ran on a platform of his political independence based on having oodles of his own money and couldn't be bought. He ran on the concept of being an outsider who could create change as an outsider. And the legislators are currently not getting paid as they still have not finished the budget.

So to the people who are efficient and do a good job and are not the part of the problem (and to their staff), Meg Whitman doesn't want you to get paid if the deadweight and political hacks who don't need the money and don't care delay the process -- and you end up not getting paid.
