A resolution which qualifies Saudi Arabia as a “terrorist state” ?
[I'm not too clear on all sources for these news articles, but personally, I don't doubt Saudi Arabia's guilt.]
Saudis are seen to enjoy a position of seniority among jihadi groups due to two factors: their wealth and the status of Saudi Arabia as a bastion of Salafi-jihadism – the ideological wellspring of al-Qaeda and its ilk.

Last summer, Saudi intelligence chief Prince Bandar reportedly offered Russian President Putin a deal: if Russia abandons Syria, Saudi Arabia would protect the Sochi Olympics from Islamic terrorists.
