Selective drone outrage? The general case: greater western outrage emerges when western people killed. But, Muslim global unity is a big deal for Muslims. So global Muslim outrage at ISIS grew when clear all other Muslims also targets. In air disasters each nation is more interested if their own nationals are involved. Natural. Innocent deaths matter whoever they are. As well as being used to show this bias to one's 'own', it's also possible to make use of this to strike home to those interested in their 'own' the impact of 'collateral damage' or too indiscriminate targeting.
